Initially the North Torrey Pines Bridge was to be completed by mid-December 2013. The completion has been delayed due to Southern California Gas needing to rebuild their gas pipeline. The pipeline was removed during construction to ensure that the construction did not cause any complications (explosions). Southern California Gas has not made the reconstruction a priority and is now expected to complete the reconstruction by the end of January.

The bridge contractor will subsequently complete the remaining surface and roadway improvements in February. For all intents and purposes, construction will be complete. Post-construction activities include plant establishment and monitoring which will continue through July 2019. Staff has prepared a Cooperative Work Agreement Extension to ensure full project funding with Federal bridge funds and State Proposition 1B funds beyond the Proposition 1B expiration date of July 2015. The extension was discussed by the Council on Monday, January 6th. There will be a formal opening of the bridge in late February or March 2014.
